Yesterday's Tractor Company - Help Identify These Antique Tractors

Told a friend I was looking for a sleeve puller, and he sent me this. Anyone ever use one of these? And how do you block it up off the top of the engine to make it pull, dont look like there is much room to put anythign under the crosspiece. I am considering welding onto the crosspiece, but dont want to if there is a 'proper' way to use this. I am used to the round plate and threaded rod pullers and have never seen one like this.
