What is this and who made it?

The cultivator is 5 feet wide and has 14 long narrow points that arc backward. It has steel wheels. It has some original paint on it in several places, all paint is black. Very few casting numbers, some start with Y others just a number. I have concluded that is is an alfalfa cultivator, but I am curious as to who made it. Any information would be very much appreciated!
