Yesterday's Tractor Company - Help Identify These Antique Tractors

Can anyone help on this, what I think is a rivet tool of some kind. It has on the end Marvel No.20 Armstrong Plum MFG. Co. Chicago. Has small point like you would rivet harness, but why the long handles. Never measured them, but must be close to 2' long. Thanks
